PACA was enacted at the request of the fruit and vegetable industry to promote fair trade in the industry. PACA protects businesses dealing in fresh and frozen fruits and vegetables by establishing and enforcing a code of fair business practices and by helping companies resolve business disputes.

AMS Specialty Crops Program helps buyers and sellers of all sizes in the US produce industry to market their perishable products in the most efficient manner. Partners with State agencies and other industry organizations for the benefit of nationwide growers, shippers, brokers, receivers, processors, retailers and restaurants, direct to consumer sales, and the foodservice industry.
